Necessity of the Budget and General Provisions


           As per Section 214 of the Kerala Panchayat Raj Act, 1994, all Local Self Government Institutions are required to prepare the budget for the ensuing financial year during the current financial year itself. The Chairman of the Finance Standing Committee shall present the budget before the Panchayat in a special meeting during the first week of March, following the introductory policy declaration of the President regarding the developmental and welfare activities proposed to be undertaken by the Panchayat in the coming year.
          The budget shall be prepared in accordance with the directions issued by the Government from time to time and the rules prescribed thereunder. It shall include detailed estimates of anticipated income and expenditure for the coming financial year, including the expenditure for approved development projects.
         Every year, the Finance Standing Committee prepares the budget after considering the proposals submitted by the respective Standing Committees, the Secretary, and the officers concerned with the relevant subjects. If the budget is not passed before March 31, no expenditure can be incurred from April 1 onwards.
